The Great Passport Controversy

 One of the most interesting things about living in Norn Iron is that we can “choose” to be Irish citizens, British citizens (previously subjects) or curiously……both.

Frankly I did not choose to be Irish….. I am Irish. I did not choose to have blue eyes……..I have blue eyes. And I readily accept that a lot of people who live in Norn Iron see things in a completely different way. Fair play to them. I dont want to make decisions for them.

Yet the concept of “dual nationality” leads to interesting compromses..for some. In the bad old days, having an Irish passport was regarded as a bit “iffy”. Not the ideal means of identification to hand over at the Police desk at Leeds/Bradford airport in September 1972. Not the ideal means of identification to hand over to a RUC patrol on a dark night in County Tyrone in 1979.

Things change. Irish AND British passport application forms are held in Norn Iron post offices. And for any retired person with too much time on his hands, there is a lot of pleasure in going into post offices and asking for an “Irish passport application form”. The response is usually and quite properly neutral. But sometimes “Caoimhe” or “Trevor” on the other side can be a bit too helpful or pretend not to know much about it all.

When I flew off to Moscow for the 1980 Olympics, I was standing in line behind a RUC officer (a competitor on the Irish team) whose passport was as green as mine. It has always been the case that people do things for convenience rather than making great political points. My Auntie Sheila …..republican to the core…..travelled to Lourdes on a British passport. It was cheaper than an Irish one.

Back in the early 1970s, it was often the case that doctored British passports seized from illegal immigrants (from the Indian sub continent) to Britain were often found to have been issued in the Belfast office. Students from Queens University supplemented vacation money by travelling to France on an Irish passport and selling a British passport.

The fact is that having two passports invites ..contradiction. Take the curious circumstance reported on BBC News Norn Iron today. Scotland has a devolved government and runs its own Education policy and has decided that it will not charge tuition fees……..as much as £9,000 a year……..to university students who are Scottish. The Education authorities in England, Wales and Norn Iron charge tuition fees. Scotland has decided that students from England, Wales and Norn Iron will have to pay fees but (following European law) cannot charge fees to students from “Europe”.

For several years students, especially from Norn Irons unionist tradition have taken the “brain drain” route to Scotland. But oddly this does not mean fees will be levied on ALL students from Norn Iron. This actually means that unionist students holding a British passport will be treated differently to nationalist students, holding Irish passports. So BBC Norn Iron reports that young unionist A level students are applying for an Irish passport. They will save themselves £27,000 (three years tuition fees) and is certainly a legitimate choice. It does not seem to be a situation which the Scottish authorities have thought thru. There is seemingly no “residence qualification”. And some Scottish universities seem to be treating applications differently…”ruling” for example that Irish citizens in Norn Iron are “UK nationals”. Nor do the Norn Iron unionist applicants fully appreciate that if they apply as “EU?irish” citizens, they are actually limiting their chances of getting into their chosen Scottish college. The “EU” citizen quota being fewer than the “rest of UK” quota. Nor does Gregory Campbell DUP MP for East Derry appear to have thought his response thru (not that he is noted for thinking things thru)…..his answer is that Norn Iron students, nationalists and unionists should be exempt from Scottish university fees. This seems to carry the notion of Ulster-Scots slightly too far…..but in Gregory’s mind 18 year old unionists are uncomfortable with the applying for an Irish passport.

Of course an Irish solution will be found to this Irish problem. Probably based round “residence”. But there is a bigger problem here. For two decades now, unionists/Protestants have been sending their children off to university in England, Wales and particuarly Scotland. Of course nationalists/Catholics also attend “British” universities. But the situation has arisen where nationalists who make up 43% of Norn Irons population are actually in a majority in Norn Iron’s universities. It is a common complaint that Queens University for example is a “cold house for unionists”. Having studied in England, Wales or Scotland….many elect to stay there…..and this means that the Catholic/nationalist professional secor in Norn Iron……teachers, doctors, solicitors, nurses, social workers…is actually expanding at a much greater rate than the Protestant/unionist sector.

Of course there are probably tens of thousands of 18 year olds in England and Wales, who qualify as Irish citizens, thru their parents or grandparents.

It is easy to make too much of this little sideshow. There are times when it is more convenient to be “Irish” than “British” and occasionally vice versa. I have never had to make a compromise. My “company pension” is a consequence of working with an employer. My future “state pension” will be because of contributions deducted while I was working.

Unionists have often dismissed nationalists as being “disloyal to the Crown but loyal to the Half-Crown” (older readers will remember that this is a reference to a pre-decimal coin) and references the fact that nationalists want the benefits of being British without giving fealty to British institutions. Which is a bit like those 18 year old unionist students choosing Irishness to escape student debt.

Fair play to them. And I take it that this middle class initiative will silence unionist critics of young nationalists who enforce their right to play football for the Republic of Ireland. Ah…thats different. Theres always different rules for the middle-class and working-class. The parents of unionist students saving money is more important.

It was always thus. Unionists (and Nationalists) rallied to the British cause when the First World War broke out in 1914. Unionists still go on……..and on …… about the Battle of the Somme. But not a mistake unionists were likely to make in 1939. Norn Iron being the only part of the “United” Kingdom which did not have conscription.

Obviously conscription would not have pleased nationalists in Norn Iron. And luckily(!) unionists were busy with the “enemy within” rather than Hitler and sitting on Belfast roof tops waiting for Luftwaffe bombs which only happened…..to devastating effect in April and May of 1941….the firestorms put out with the help of fire engines sent north by de Valeras “neutral” Irish Government.

Of course unionists have a different narrative. “Éire” was after all neutral and unsupportive but the Germas never bombed Belfast again. The British would have like that…..because it would have brought “Éire” into the War…….and opened up Irish sea ports to help deal with the U-Boat threat in the Atlantic.

There is also some anecdotal evidence that people who hold an Irish passport or a British passport are treated differently when they go abroad. Certainly Ireland is a neutral country….but whether (in the days of all our passports being “European”)  that actually makes a difference if you are kidnapped by Islamist militants in Pakistan is doubtful. Certainly Ive encountered French and German people who say (in perfect English after having claimed not to understand a word) “I am sorry….I thought you were English” and an Irish passport in USA is certainly a bonus.

As far as I know, the Irish Government places no restrictions on where I can go. If I am so minded, I can go to Cuba, North Korea wherever. Most other nations and people seem to tolerate us…because we are unlikely to do them any harm.

Hugh News RIP

Saddened to learn of the death of Hugh News, former SDLP Assembly Member for Armagh (his area being North Armagh particuarly Lurgan). Ar dheis De go raibh a anam. Hugh News was elected in 1973, held his seat in the 1975 Convention and again in the short-lived 1982 Assembly. He was also a long serving member on Craigavon Council.

As a member of the SDLP in 197os, I often read “SDLP history” of that period. While the star SDLP performers such as Gerry Fitt, John Hume, Paddy Devlin get a lot of credit…..too little is spoken about the SDLPs quiet men such as (to name but a few) Desmond Gillespie, Vincent McCloskey, Frank Feely and……..Hugh News.

But he also made a contribution. Not least to his constituents in Lurgan.

King Of The Road? Or Route 66?

My DRD Translink Pass arrived today. Thank you Nelson McCausland. This means in ten days, I can travel for free on public transport anywhere in Norn Iron.

This makes me feel like I am hopping a freight train with Boxcar Willie (apologies to Roger Miller but old Boxcar had the best version) ……destination “Bangor, County Down”rather than “Bangor, Maine”. Or on Route 66 with Nat King Cole.

Cant wait.

Almost Interesting Piece About Co-Terminosity

I see Nicholas Whyte has a piece on Slugger O’Toole., the website which is a partner of Stratagem, which advises Rowntree which has given the Alliance Party £98,000 since 2007.

Mr Whyte is a former advisor to David Ford MLA, current leader of the Alliance Party (funded £98,000 since 2007 by Rowntree). Rowntree are advised by Stratagem, which is a partner of Slugger O’Toole.

Mr Whyte is currently based in Belgium.

EDITORS NOTE: In fairness to Nicholas Whyte, I should draw attention to his comments below. He states that he was in fact a paid researcher at the Alliance Party when David Ford was General Secretary.

My academic discipline is History (as well as Politics) and the important thing for all students of History is…….source. Who is saying this and why? Now in fairness to Nicholas Whyte, my headline on “almost interesting piece” is a reflection on me rather than him. It is a bit…….academic.

But on other sites, I have often observed that not enough attention is paid to the (usually journalistic) source of a story. Indeed I have usually been told its irrelevant……..and I find that a naive stance.

Moderating The Moderators

I received an email earlier asking me if I had seen a rather unpleasant comment about me on another blogging site. I hadnt. And when I did look at it, I did not think it was THAT bad. Certainly rude. Mostly irrelevant. But not that bad. I never complain about remarks made about me.

In my view, nice people are nice people because it is how they were brought up. They cant help being “nice”. Nasty people cant help being nasty. Its how they were brought up.

Notwithstanding my own uncomplaining attitude, it is a constant source of amusement that some websites (not necessarily the one to which I have referred) pride themselves on being intolerant about rudeness. They protest too much. Having established a reputation (not always deserved) for good manners, they then proceed to be extremely rude about people they dont like……and tolerate rudeness if it is directed at the people the website does not like.

It is a variation on the theme that if you establish a reputation for getting up early, you can lie in bed all day. Alas some websites attitude to “rudeness” is the same. They have established their credentials for good manners and can therefore cheerfully ignore their own “rules”.

There is ….a hierarchy in these things. Favourite commenters will not be “pulled” about their lack of manners. A person not highly thought of by the website will of course be subject to some exaggerated moderation.

Like I say…..no harm done. It is not as if I value other peoples opinions of me. And not as if I would ever want to change my ways.

But on the day of the Auld Firm Derby, I am reminded of the words of Charlie Nicholas. A former Celtic player, he was acutely aware of favouritism towards Rangers by the authorities. When he played for Aberdeen, he formed the opinion that there was a hierarchy with Rangers at the top, Celtic second and the rest of the Scottish teams treated equally badly.

I fear Charlie Nicholas is right. Ceratinly the experience in the English Premiership…without the toxic sectarianism in Scotland….proves the point that the “big clubs” get more breaks than smaller clubs. I say this as a Manchester United fan, knowing that we got the breaks against Fulham for example.

Thats how football moderation works. And I am sure many people feel the same about website moderation.

Jon Stewart

I am a big fan of Jon Stewart but I am not entirely sure that I agree with a campaign to have him moderate a Presidential Debate. Indeed I am not even sure it is a serious campaign.

I read a couple of years ago that many Americans had selected Jon Stewart as their favourite “journalist”. Even though he is not actually a “journalist”. In Europe we tend to think of Americans as a bit crazy. But in January 2011, Stephen Nolan was actually considered as a serious nomination as “Journalist of the Year” on a political website.

So lets not laugh at crazy ‘Mericans. In a few years…..Stephen Nolan could actually be moderating an Assembly Election Debate.

Also looking good for Modern Pentathlete Natalya Coyle (Kildare).

Any Taig Will Do?

Interesting comment on Slugger O’Toole-Stratagem noting that so many are not well disposed to Fr Brian D’arcy. But is it all that surprisin?

There is a belief crudely masquerading as “liberal” that every Catholic priest is bad and that every practising Catholic is bad…….. or mad. In essence innocent people find themselves the victims of abuse.

Targetting innocent Catholics is a matter of routine on Slugger O’Toole. Not much different from Lenny Murphy or Johnny Adair. Its not just on the mean streets of the Shankill Road that “any taig will do”

Fr Brian D’arcy

Perhaps Ireland’s most popular priest.

And in my eyes the model for the “Father Trendy” character invented by the late Dermot Morgan. Much is made today of the fact that following an article he wrote…he has now having to submit new articles to be censored by the “Vatican”.

Commentators are missing the point. The “offending” article was written over a year ago and was on the topic of a married priesthood. So the real story here is that ….the censorship is now in the public domain. Fr D’arcy is a leading “liberal”in the Irish Catholic Church and a member of the Association of Irish Priests……who have become more emboldened recently. It has to be seen in that context.

Somebody is media savvy enough to get the story out. Which will make Brian’s next column worth reading. His readership will know that the column has been “approved” (in itself a message from Brian) OR Brian will announce that he refuses to be censored any longer…..emboldened by messages of support he has received.

The liberals in the Church are playing a clever game……they are (I think rightly in tactical terms) portraying this as a struggle between Irish and Foreigners, a popular message in itself…..and one with which many senior “official” Irish Churchmen will  find no fault.
